When the URL bar has the focus, pressing ctrl+y to bring up download manager
window doesn't do anything.

Reproducible: Always

Steps to Reproduce:
1. Press CTRL+L
2. Press CTRL+Y

Actual Results:  
Nothing happens

Expected Results:  
Brought up the download manager window

Yes, on 1.0.7.
1.0.7 is over a year old, and is based on code even older than that. Can you test in Firefox 1.5?

Yes - reproduced in 1.5.

I think it is true in any textbox, not just the URL bar.
