When downloading this file, twice or more often its version increases.
http://puzzle.dl.sourceforge.net/sourceforge/winmerge/WinMerge-2.2.0-Setup.exe
--> filename on desktop = WinMerge-2.2.0-Setup.exe
Downloading it again makes the filename WinMerge-3.2.0-Setup.exe
and again WinMerge-4.2.0-Setup.exe

This is confusing to the user who thinks he/she has a newer version.
I will try to attach a screenshot.

Reproducible: Always

Steps to Reproduce:
1. Open
http://puzzle.dl.sourceforge.net/sourceforge/winmerge/WinMerge-2.2.0-Setup.exe
with firefox and let the download manager save it. (On the desktop in my case)
2. Repeat step 1
3. Notice the version of the downloaded program is affected. This leads to
confusion.

Actual Results:  
The version of the downloaded program is increased by a major version number.

Expected Results:  
Do not change the file's versioning. Perhaps start a sequential number at the
end filename.
