It should be possible to navigate and change preferences entirely by keyboard. 
To this end:

1. Selecting a prefs panel (by clicking in the prefs tree) and then hitting TAB
should get you to the first widget in the panel. Shift-Tab should get you back
to the prefs tree.

2. Tab should also get you to buttons, where SPACE should work as if you clicked
on the button.  Eg: go to Advanced / Cookies. Select first radio button.  HitTAB
4 times.  Now the "View Cookies" button should be highlighted, hitting space
should open the cookie viewer.

3. If a selection widget gets focus with the mouse, Up and Down keyboard events
still go to the prefs tree: Internet Search.  Click on the search engine
selector.  Drop-down with search engine choices appears.  Now hit Up or Down. 
The selection should move, instead, the pref panel selection moves.

4. Mouse wheel prefs: If you give the selector focus with the keyboard and
change the selection, the respective prefs don't change: Advanced > Mouse Wheel.
Click on first radio button.  Hit Shift-Tab.  The selector now has focus. Hit Up
or Down to change the selection.  As the selection changes, the preferences
(radio buttons, scroll # of lines) should change.
Bulk move of all Pref UI component bugs to new Preferences component.  Pref UI 
component will be deleted.

se or whoever verifies this bug: if 2/3/4 are still happening on Linux, please 
file new bugs and make bug 18575 depend on them.
