adding some additional info here that I just put on the bug that was duped to
this one:

This is purposely disabled at the moment due to security issues with the site
software. See https://addons.update.mozilla.org/about/update.php (which is
linked to from the first paragraph at the top of
https://addons.update.mozilla.org/ )

There is more up-to-date information on the wiki, which is linked to from the
above article. I'd be surprised if this isn't working within the next week or
so, since they're just about ready again.

I can't rate or comment a theme either (I wanted to rate the excellent theme
"Simpler 0.1.2" -
https://addons.mozilla.org/themes/moreinfo.php?application=firefox&id=784&page=opinion).
I get the message " Error 5: Invalid formkey."; sometimes I get a message "Error
1: <something about an extension ID, I forget the exact wording>" first, and
then error 5 when I retry. This happens both at home and at work; I use FF 1.0.4
on Windows XP in both places.
I also get error messages if commenting to Fx themes or extensions.
First I get "Error 1." and after that if I've pressed back-button I'm getting an
Error-5-Message.
It's not always reproduceable but very annoying as you don't really know if your
comment has been added, so you don't get proper feedback on the form. And it has
if the Error-5-Message appears.
Not sure if this is the same, but I've noticed that regardless of how many newer 5/5 ratings a theme gets (Aquatint) it does not improve its actual rating.
