I prefer to type my reply text before the quoted message in replies and 
forwards. I think it is easier for the receiver since they don't need to scroll 
to see what i'm saying. Placing the cursor at the beginning of the message 
initially would be a nice small feature. Thanks!
This is probably a dupe of bug 141531.  Reporter, can you see if the option in
Tools->Account Settings->Composition & Addressing resolves your concern?
