Details

When using the Profile Manager (either -p option or with MOZ_NO_REMOTE set and a
window already open), the Create Profile dialog is titled "Welcome to the" when
it is opened.  Clicking Next and then Back restores the correct text.

I've tracked this to sometime between 20041010 and 20041029, but I can't seem to
