2004123108 (v0.8+) Tabs preferences "Loading a page requested by another application" set to "Opens a new tab in the frontmost window" does not do so if "Load opened windows or tabs in the background" is checked. Logic suggests that "Load opened windows or tabs in the background" applies only to new windows or tabs opened from within Camino, and that "Loading a page requested by another application" preferences are specific to that task only. Happy New Year!
Closing as this works perfectly as it should.

This does NOT "[W]ork perfectly as it should." It works perfectly but illogically. There are two functions here. 1. To open a new tab or window from within Camino; 2. To open a new tab or window in Camino from another application. The user should have the option of loading the page in the background or foreground for each of the above with a <Load opened windows or tabs in the background> checkbox for each. See how OmniWeb 5 handles these functions.
