This is what's left from bug 274640 that didn't get fixed by that bug.

When the sort order cookie from the user's browser is invalid, we currently
clear it, which is good.  But we also give them a scary error that claims
Bugzilla is broken and please email the admin.

This error should say no such thing.  In fact, it shouldn't even be an error. 
It should be in one of those little green message boxes at the top informing the
user that a default sort order was used because their cookie was invalid, and
give them their query results anyway. (and email the admin *if* they're seeing
the message frequently).
