after maybe a month of surfing with the "cookie accepting" set as "ask me every
time" a huge list of "Exceptions" get collected. 

Now in a situation, where you goto a site where on being asked whether you want
them to allow setting of a cookie or deny it, if you mistakenly click on deny,
then the site won't let you log in. now to get that question asked to you, you
need to wade through the enormous list of exceptions to find the domain (i.e. if
you remember what you clicked deny for) after a long time. this obviously takes
a lot of user's time.

This may not be of importance to people who set firefox to automatically accept
cookies but I'm sure there are people like me who want to choose who keeps track
of our browsing and who does not.

My suggested solution is to make the list of exceptions searchable. so for e.g.
if we set cookies to be denied from all sites ending in or belonging to
yahoo.com (i guess you call them as domain names or sub-domains), the user can
search for "yahoo" (ignore case) and get a much shorter list. Finally let the
user remove the entries.

This may look like a feature request but it helps overcome one simple but
annoying problem in firefox.
There's a better solution than having searchable lists, but that's outside of
the scope of this bug.  Really, being able to fix permissions on a site directly
is more useful than being able to search a huge list.  Its also faster.

As a note, the existing cookie manager is getting tossed before 1.1, I "think"
it'll be a nested tree view, but I haven't built the minibranch yet.
