When I select "Manage Bookmarks" from the Bookmarks menu or press Ctrl+B nothing happens.
What Mozilla version do you use? Do any errors appear in JS Console (Tools->Web Development->JavaScript Console)?

Strangely, I just encountered this bug in a recent 1.7.5 nightly. Mozilla/5.0 (Windows; U; Win 9x 4.90; en-US; rv:1.7.6) Gecko/20050215 I can't get into "Manage Bookmarks", even after rebooting system and disabling all extensions (Adblock, RPXP, Googlebar). Even more strange, I can't invoke any of the Web Development tools. I am going to try the latest nightly and see what happens.
Mozilla/5.0 (Windows; U; Win 9x 4.90; en-US; rv:1.7.6) Gecko/20050221 WFM now. Must have had something to do with the general bugginess of the nightlies from the 12th to the 15th. Sorry to waste space.
