No account wizard shows up in mail/news

Details
Using Linux build 2000021317 I get no account wizard when starting mail/news for
the first time with a clean install except if I run mozilla with "mozilla -mail"
Steps to reproduce:
1) mkdir backup
2) mv .netscape backup/
3) mv .mozilla backup/
[step 2-3 to ensure no old profile stuff is left, is this sufficient???]
4) run "mozilla"
5) create default profile
6) Mozilla loads, click envelope icon
7) mail/news client starts, no account wizards
8) quit mozilla
9) run "mozilla -mail"
10) mail/news client starts with account wizards (more than one due to bug
#25269)
Expected results: Mozilla should show the account wizard no matter if mail/news
is invoked first

I just fiddled with this code and the mentioned bug has been fixed... the wizard
does come up for me in both cases, so I'm guessing it was actually related to
the aforementioned bug, or I may have fixed this anyway.
