27684 - unable to file bugs in bugzilla; bug not submitted

I am unable to file bugs in bugzilla using a Mac build from this morning.  The 
bug is not submitted.  Instead I get an error message:
 "A legal priority was not set; this may indicate either a problem with bugzilla 
or a bug in your web browser.  Please help us track this down by adding comments 
to bug #20092"

Terry thinks it's a submission problem since I am able to file bugs using 4.x.

I think this is a blocker.

This one is a problem with submission
That one is a problem with select widgets (no submission required)
They could be related.

i am available to help here, pulling a tree now. 

i've noticed other things with popup menus have regressed, maybe it has to do 
with the new focus work. I sure didn't change anything.
