Can you create a smtp log, see http://www.mozilla.org/quality/mailnews/mail-troubleshoot.html#smtp for a how-to?
already try to create a smtp log with method you mentioned, but no content was loged in log file. BTW, I also try remove 1.7.5 and instal 1.7.3 again, seems the problem is also reproduced.

Which SMTP server do you use?
Company's SMTP server and smtp.gmail.com Is it possible the problem is caused by other s/w or configuration?

TLS works fine for me (wiht Mozilla 1.7.5) with smtp.gmail.com, Settings are smtp.gmail.com (port 25, as normal) as server and TLS enabled.
