Details

By selecting SMTP outgoing connection to "TLS" will make the Mozilla return error.

Steps:
1. Find a SMTP server which do support TLS connection
2. Go to SMTP setting and select "Use secure connection" with "TLS"
3. Send out an email with TLS connection

Expected:
An email with TLS connection to SMTP server is sent out without problem.

Actual:
Error return:
Sending of message failed.
An error occurred sending mail: Unable to connect to SMTP server
mail.symbio.com.tw. The server may be down or may be incorrect configured.
Please verify that your Mail/News account settings are correct and try again.

Note:
Not reproduced in 1.7.3
already try to create a smtp log with method you mentioned, but no content was
loged in log file.

BTW, I also try remove 1.7.5 and instal 1.7.3 again, seems the problem is also
reproduced.
Which SMTP server do you use?
Company's SMTP server and smtp.gmail.com
Is it possible the problem is caused by other s/w or configuration?

smtp.gmail.com (port 25, as normal) as server and TLS enabled.
