Seen with Windows Mozilla trunk build 2005-01-04-08-trunk (using the stub installer)

-Download succeeds
-At the onset of installation the follow message dialog appears:

Error occurred during installation - Navigator: -211 INSTALL_NOT_STARTED

Installations ceases 

I'll track down the regression window.

The corresponding full installer is not affected.

There's a chance this could be related to changes I made to the Windows build
machine.  If it was, then the regression would probably be between:
http://ftp.mozilla.org/pub/mozilla.org/mozilla/nightly/2005-01-02-06-trunk/
and http://ftp.mozilla.org/pub/mozilla.org/mozilla/nightly/2005-01-02-13-trunk/

dbaron backed out the change he made on the build machine that caused this
regression
