My testcase creates a "position: fixed" DIV with percentage units for the width 
and height. When I resize the browser window, the DIV resizes correctly, but its 
contents are not reflowed properly. For example, lines do not rewrap. Various 
rendering bugs also appear, especially when the window is made very small.
Reproducible: Always
Steps to Reproduce:
1. Start Mozilla
2. Load up this bug report
3. Click on my testcase attachment link

The text is wrapping okay, the problem is it isn't repainting correctly. There 
are known issues with the compositor and fixed positioning, so marking this a 
DUP of bug #27180
