Reproducible: Always

1. open mail message
2. message > create filter from message
3. click the dropdown menu for move to folder

Thunderbird 1.0?
I'd say it's a problem with the theme; you should contact the theme author.
I've never used a theme for TB other than the default; in Mozilla, I know that
in the Modern-based themes, the space where you're seeing the oddness has
superfluous little icons for the folders. Do you see the same thing in the
Message | Move, msg-context-menu | Move, and toolbar File tool flyout menus?
You're right it was my theme I was using.
Sorry for any inconvenience I might have caused.
