The Assign To, QA_Contact, and CC fields can be configured to list all users in a combo-box. But I'd like to limit who shows up in each field to people in specific groups. For example, only software engineers should show up on the "assign_to" list, and only people in the QA department should show up on the qa list. Additionally, which group to use may differ by product. You may have a different set of engineers for two different products.

Changing the combo box to display only those users who have at least read-only access to a bug (according to the product's group access controls) would be a nice first step. This should be a restriction in addition to usevisibilitygroups.

Somebody pointed out to me that "combobox" was the wrong term for those things, so I fixed the summary.

I think the best way to do it would be per-component. It could be done on the same page that you set the Assignee, QA Contact, and Default CC.
