The toolbar that contains the cut, paste, font, color, stationary and other
editing commands is missing.

Reproducible: Always

Steps to Reproduce:
1.Open a e-mail letter
2.click reply
3.toolbar below "attach files" is not there.

Actual Results:  
Cannot edit my e-mails.

Expected Results:  
loaded the toolbar.
