Details

One problem with theming is that as the application changes, the core theme
changes.  Each theme must then be upgraded, causing incompatibilities.  What if
one theme could inherit from another?  You would only need to specify CSS and
images to do your customization.  The rest would come from the default.  Or
someone could create a core theme of their own, and just supply additional jar
files with iconpacks.

This would require multiple themes to be in memory, but the second theme would
contain much less data since it would have been redundant.
