There is absolutely no good reason for a Popunder except to hide windows user are likely to close. They may even make you accidentally click closed a window you wanted to stay open as the offending window conveniently ducks out of site. These are mostly a problem on annoying pop-up ads, but they are common to auto-refresh, auto-redirect and auto-content-change pages. Reproducible: Always Steps to Reproduce: 1. go to a site with a popunder script 2. 3. Actual Results: page I was working on was replaced by another open window by a third window which was already bannished to the back. Expected Results: blocked the script. This is slightly more annoying than slow loading pages suddenly popping to the front, especially when you are typing.

Since some people actually use sites that use that function for good reason, how about if we have a preference, and some UI for it? We could put it in Tools - Options - Web features - (Javascript) Advanced, and call it "Allow scripts to... Raise or lower windows". Oh, wait, that's already there.
