We need a woraround for 87404 so that we can release 2.20.

I think that we should just explicitly state that user-matching does not work
when you're using the "add a flag" thing on attachment entry.

The other option would be to try user-matching, and if it ends up ambiguous
(which is the case we can't handle) put up an error page that says to hit back
and enter the full username...
wontfix in deference to bug 87404 and our change in roadmap for 2.20.
