The junk filter should, in addition to the Personal address book e-mail address
check, learn from the set Message filters.
I've got a couple of Message filters set to check for a specific sender address
or strings in e-mail subjects. These e-mails are being moved to specific
folders. I've got my junk filter set on automatically moving junk e-mails to the
junk folder.
It happens often that the junk filter markes e-mails as junk while it shouldn't.
To decrease this amount it should check if a possible junk e-mail conforms to a
specific message filter. If yes, that e-mail shouldn't be marked as junk.
I realize this way of learning isn't 100% waterproof, e.g. in case of mailing
lists, but mailing lists have junk filters as well so the amount of junk not
being marked as junk is minimal. It's also up to the users if they want to
enable this feature.
That already works : there's a "mark as junk" filter action. That will move the
message to the junk-folder *and* train the junk-filter for the future (the
junk-filetr runs before the normal filters).

No, that's something else imo.
e.g. now I got a message filter set to move all incomming e-mail with the sender
address "foo@bar.com" to the "foobar" folder. It happens often that the junk
filter markes e-mail with the "foo@bar.com" sender address as junk while it's not.
If the junk filter starts checking the other filters first, in this case: "is
there a message filter set that checks for this sender address and this filter
doesn't mark these e-mails as junk", these e-mail don't get marked as junk
anymore by default.
Don't bugs marked as RESOLVED get any attention anymore even if an additional
reply is added?
If not, maybe bugs shouldn't be marked as RESOLVED as fast anymore like this
bug. Otherwise people might start thinking about submitting a new bug ;-)

There are nearly 3000 'open' Thunderbird bugs filed currently. I haven't looked
at how many resolved ones there are. The developers get an email every single
time someone adds something to a bug - be patient!

You've got the white-listing address book, and the filters can also set
from:foo@bar = not junk.
