When the download manager is active, although the toolbar menus are usable, they do not activate the 
actual items. This was posted before, BUT this problem is highly exacerbated when the download 
manager is the only window open and therefore you cannot use firefox again until the download is 
completed.

Reproducible: Always

Steps to Reproduce:
1.Start a download
2.Close the main browser window
3. Make the download manager active.
4. Try to open a new windwo
Actual Results:  
The menu title "File" became highlighted, but no window opened.

Expected Results:  
The menu actions should have worked and a new browser window should have opened.
