Another time it gave me a blank box with no tip. Reproducible: Always Steps to Reproduce: 1. Open browser. 2. Go to sites. 3. Click left arrow "Go back" button 4. Mouseover links 5. Read tooltips Actual Results: All tooltips in the menu gave the link to my home page address in their tooltips. Expected Results: Each tooltip should show the URL, URL/Title, or some description for that webpage.

This is probably bug 209314. I haven't ever seen it show the homepage though, I've ever only seen the empty box as described in that bug. Could you have installed an extension that changed it?
