Ok here it is...
If I'm in any browser window and click on the close (RED X) top button and the
window closes I can not choose a new window under file in the menu. I have to
quit out of Firefox to come back to normal viewing.. Why is that...
the bug for app suite is Bug 83313.
the bug for Firefox is Bug 227525.

I don't think that this is a dup of the bug quoted. I followed the recipe
given and it WFM.

I have never seen a lizard in which the last window was closed, leaving
just the menubar, in which the File->New item did not open a New Window.

What was the build ID? Could I have made a mistake in the recipe?
