Description

If you set a FTP proxy, and *no* HTTP proxy, regular HTTP requests stop working.
This is because of broken "use proxy when" logic in HTTP.

Cleaning up HTTP to use the new protocol proxy service
http://bugzilla.mozilla.org/show_bug.cgi?id=27728 would probably take care of
this.
