278473 - Reassign bug goes to email instead of login

When I'm on show-bug.cgi (like right after I submit a bug) and I try to make a
change, I get the error:

Assignee: [e-mail]  did not match anything

I have bugzilla configured to use short usernames and just append the domain for
sending email (it's an internal bug database, and everyone's email ends the same
way).

I tracked the problem down to knob.html.tmpl, which should be specifying login
there instead of email.  I'll attach a quick diff.

Marc, again a bug for you. The submitted patch here partially undo what you did
in bug 264868. I let you see if this bug is valid or not.

Looks like there are more fixes on regression than "real" patches. ;) Maybe
reconsidering the whole stuff to be sure we are consistent would be fine.

I think the patch is given the other way round than it was meant to be given, at
least it does the opposite from what comment 0 says it should.

Please reopen if I'm wrong.
