Details
There's code in nsSVGOuterSVGFrame, marked with XXX comments, that looks like
it's reimplementing the presshell's reflow batching, in a hackish way. It'd be
nice to sort out what it's trying to do and why, and probably remove it in favor
of existing apis for doing the same thing.
