When only downloads window remains open, http-links from the system try to open 
in downloads window. No new window opens and the page doesn't load in the 
downloads window. It is not possible to open a new window then.

Reproducible: Always

Steps to Reproduce:
1. Open Firefox
2. Open Downloads window
3. Close all Firefox main windows except Downloads
4. Try to open a http-link from windows
Actual Results:  
new http-link doesn't open

Expected Results:  
open a new firefox window instance and open the http-link
