Firefox process hangs if Downloads window remains as last open window instance 
or if it is closed at last the firefox.exe process still remains in the 
processlist. There is no possibility to open a new firefox instance without 
killing the firefox.exe process in ms windows processmanager first.

Reproducible: Always

Steps to Reproduce:
1. Open Firefox
2. Open Downloads window
3. Close all firefox main windows except Downloads
4. Try to open new firefox instance

Actual Results:  
Firefox process hangs, no new instance possible

Expected Results:  
Open a new firefox instance

Important to leave Downloads window from old process open and first try to 
start new firefox process. Then close downloads window. Now no new instance of 
firefox can be launched.

WFM with 1.0 and Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.8b2)
Gecko/20050401 Firefox/1.0+. When only Downloads window is opened and I run
firefox.exe, a new window is opened and if I close both, firefox.exe process exits.

de-DE specific bug? If this still an issue, could you get someone else to
reproduce this with a clean profile?

Questions if you choose to pursue - Is this the precise, minimum set of steps?
Can you still recreate this on a newer version?
