After exiting Firefox, cannot launch Firefox again because it is still in
memory.   Had to use Windows TaskManager to "close" the program -- changes not
saved.

Reproducible: Sometimes

Steps to Reproduce:
This is after playing around with Extension Manager.

Actual Results:  
After exiting Firefox, Firefox should have totatlly exited not stated in memory

Expected Results:  
Firefox should have totally exited.
This bug is a dupe of bug 275931.
