It seems to be impossible to, using the drag-drop interface in a subfolder in
the bookmarks toolbar folder, to drag an item to the top or bottom spot in the
folder.  The horizontal bar never appears.

Reproducible: Always

Steps to Reproduce:
1. Create a subfolder of the bookmarks toolbar folder.
2. Add some bookmarks.
3. Try dragging a bookmark from the middle to the first slot
Actual Results:  
Bookmark does not get placed, the folder's sorting gets clobbered.

Expected Results:  
Sorting not clobbered, allows me to place on top spot

Please try Deer Park Alpha 1 or a current nightly build to test it again. If it
works we can mark the bug as WFM.
