The list shuts when the scroll arrow is clicked several times by the country
selection of top 
right list, and a target country cannot select it. 

In mozilla of Mozilla 1.7branch build, there is no problem. 

Reproducible: Always
Steps to Reproduce:
1. Open URL
2. The country selection of top right list is clicked. 
3. The scroll arrow of the list is clicked several times. 

Actual Results:
The list shuts.

Expected Results:
Only the number in which the scroll arrow is clicked without the list shutting 
keeps scrolling.

Using an homemade trunk build : Mozilla/5.0 (Macintosh; U; PPC Mac OS X Mach-O;
en-US; rv:1.8b2) Gecko/20050224 Firefox/1.0+

No errors in JS console :(

In Mozilla1.7.6, there is no problem. 
And Windows version Firefox nightly build doesn't have the problem either.

In Mac Firefox nightly build of trunk, this problem still reproduces.

In the Mac version, it still reproduces. 
However, there is no problem in Camino trunk build.

this is Mac only.
and this is not related to <table align="right">.
if you click any place (other than on tooltip) in the drop-down menu
while the tooltip is shown, the menu closes and you cannot select it.
changing the summary and moving to Widget: Mac for the moment.

Mozilla 1.7.x and Firefox 1.0.x/Mac don't show tooltip for title
when mouse pointer is on scrollbar or scroll arrow for the popup menu.
Mozilla 1.4.1, 1.5.1 and 1.6/Mac show the tooltip, but the tooltip is
shown just under the pointer.
so first click turns off the tooltip, and second click does work.

clicking <option> item don't work on Gecko 1.4 and later while the
tooltip is shown.

adding top500.
