very long dialogue button response time

Any and all dialogue buttons that require clicking take anywhere between 10-20s
to respond. These are the buttons such as "ok", "cancel", etc. as found in the
Options menue for example. There is no system lag and resource usage is fine.
Nothing else lags during the wait time, and I am able to click the button again
and again while waiting, each time displaying the depressed button animation
without problems.
Reproducible: Always
Steps to Reproduce:
1.Click "Tools" in top toolbar.
2.Click "Options" in dropdown menu.
3.*There is no need to actually change any settings* Click either of the two
buttosn ("ok" or "cancel").
Actual Results:
Delay time of 15s (around) for a response and close of the option window.
Expected Results:
Should have responded and closed within a second or two.
