I think that we should get a PerlRun installation at least running on landfill.
That is, I'm not sure that it will work, but we can at least see where it fails.

Ideally, we'd also modify installs.cgi to be able to create a PerlRun installation.

If you let me know what would be needed, I can modify installs.cgi as needed.
Done.

Now I'm going to start workign on bug 124591.
