I try:
<editor id="editor" editortype="html" type="content-primary" flex="1"

I guees editor should be editable when site will be loaded. I think 'src' and
'editortype' attributes presence should make editable editor.

There is code line in binding of editor constructor:
if (this.editortype) this.makeEditable(this.editortype, true);

Not a core editor issue.  It's being made editable, then loading a new page
(which should make it not editable).

Over to UI stuff.
