This is very similar to bug 171852 except it's for within the Bookmarks Mgr (and
applies to all views, not just the Bookmarks Toolbar).

Basically, it's impossible to move a bookmark/folder above or below a folder if
you drag on the right side of a folder (icon); folders spring open very quickly.
 If you drag on the left side, the folders stay closed.  This is a handy little
trick if one knows it, but perhaps the spring-open delay for dragging on the
right side could be increased a little bit, especially as machines get faster?

i don't think we can affect the spring delay. it's built into cocoa.
Mike is right in that other apps, such as omni and safari have the same issue.
And we might get in triuble later if we hack this code as it's apple's.

The trick is to keep the bookmarks as left as possible an the folder won't
spring open. I hope apple tweaks this in a future version of os x.
not going to address this, it's an OS issue. please file a bug with apple if you
want to see it changed.
