This happened to me by accident twice before I decided that it was not a fluke.
 The end result is that when using multiple browser windows, you can cause
mozilla to make entire system unresponsive.  As an added bonus, you can even get
mozilla to go into 100% cpu usage.

Basically it happens when one browser instance pops up an error message while
you are grabbing the title bar of another instance.

Reproducible: Always

Steps to Reproduce:
1. open 2 browser instances. call them A and B.
2. in A, try to open http://1.1.1.1 or some other url guaranteed to time out, or
otherwise produce an error message.
3. while A is working, grab the title bar of B. don't let go until A's error
message appears. 
[At this point, Windows and Mozilla both are unresponsive. To get 100% cpu
usage, read on]
4. Press CTRL-ALT-DEL and load the task manager. This has the effect of making
Windows sort-of responsive.
5. Close browser B by clicking on its 'X' in the upper right. -> mozilla process
goes to 100% cpu


Actual Results:  
Windows and Mozilla both became unresponsive

Expected Results:  
Shouldn't have hanged Windows, Mozilla
As far as the browser browser string - I tested it on the latest Mozilla build too
