This is NOT a duplicate of bug 260621.  Perhaps it is a different symptom of the
same problem.

With the example URL (http://mpf.biol.vt.edu/~jzwolak/firefox_scroll_fail.html)
start scrolling down the page with the mouse wheel.  The scrolling stops after a
few lines of scrolling.  There is an iframe in the page and it does not have a
scrollbar, but the main scroll bar is affected by the presence of an iframe.

The problem does not present itself when the keyboard is used for scrolling.

Reproducible: Always

Steps to Reproduce:
1. Go to http://mpf.biol.vt.edu/~jzwolak/firefox_scroll_fail.html
2. Use the mouse wheel to scroll down.
3. The scrolability of the page by the mouse wheel eventually stops and one
cannot scroll up or down.

Actual Results:  
Scrolling "locks up".

Expected Results:  
Continued scrolling down the page.

With Mozilla/5.0 (X11; U; Linux i686; en-US; rv:1.8b2) Gecko/20050520
Firefox/1.0+ doesn't even scroll ...
Does not scroll correctly with this build either:

I can scroll with the mouse wheel, but there is no way to scroll while inside
the frame with the autoscroll feature!
Marian, so you're saying that you can scroll fine with the middlemouse button
but not by using autoscroll? The autoscroll not working is bug 251903.
