The DevCP code in CVS lacks the MPL/GPL/LGPL tri-license. As it's part of the
CVS repository, the license block needs to be added. The license block is the
same as the rest of the current codebase. Will attach shortly.

How can the GPL 2.0 and the MPL 1.1 can coexist?  Is this actually legitimate?  Has this been checked and verified by legal?
