STEPS TO REPRODUCE:
1. load attached testcase
2. Print Preview
ACTUAL RESULTS:
Page 1:
THEAD:1 row 1
THEAD:1 row 2
*gap*
Page 2:
THEAD:1 row 3
EXPECTED RESULTS:
THEAD as above, followed by the TBODY.

If you fix the HTML to follow the HTML DTD things work?
If so, this is a duplicate....

Yes. (couldn't find a dupe, bug 146926 seemed slightly related)
fixed by roc's checkin for bug 274516

Verified FIXED on Windows XP using build 2005-03-03-05, Seamonkey trunk.
https://bugzilla.mozilla.org/attachment.cgi?id=172053 was the testcase I used.
