See comments in bug 277306 (especially bug 277306 comment 0) and patch in that
bug.  Basically, the loop termination condition is wrong, as far as I can tell.
 There are also other issues, described in that comment.
The editor "body" cleanup diff in bug 283897 contains a fix for this bug.
