I made various attempts to rate MicroThunderbird 1.0, by Alfred Kayser, released
on December 12, 2004. The messages "Nobody's Commented on this Theme Yet" "Be
the First! Rate It!" on the theme's download page are very tempting, but since I
failed to rate for many days now, I suspect that nobody has been able to rate it
since is was released. It is very frustating to enter a rating with comments and
all, to find out posting is not possible.

Steps to Reproduce:
1. Go to
https://addons.update.mozilla.org/themes/moreinfo.php?application=thunderbird&version=1.0&os=nt&id=422
2. Follow link Rate it!
3. Fill out the form "Your Comments about MicroThunderbird:"
4. Post.

Actual Results:  
You'll get a notification:
This feature is currently disabled

This section of Mozilla Update is currently disabled while we perform maintenance..

Expected Results:  
Rating should be possible. 
In case of short term maintenance, the actual result is acceptable. If the
feature is not available for days (or many weeks, as I suspect), it would be
nice to notify the visiter before he or she enters a rating.

My rating of Severity is Normal, within the context of the website. Minor does
not apply, since I could not figure out a work-around and enter a rating some
other way.
