Testcase, using https://bugzilla.mozilla.org/mozilla-16.png. Note that this shows the problem even when saved as a local file. The important factor appears to be the URL of the favicon, not of the document.

Bah - seems to be a profile-related thing (I was using a different profile with the older build). Marking INVALID for now, unless I figure out exactly what's going on. Sorry for the spam.
