In the Messages window of Preferences - Mail and Newsgroups, clicking on the 
text "As attachment" after "By default: forward messages" shifts all the normal 
text in the window down when the drop-down menu appears.
Reproducible: Always
Steps to Reproduce:
1. Open the browser.
2. Select "Preferences" from the edit menu.
3. Select "Messages" under Mail and Newsgroups.
4. Click the drop-down menu (that says "As Attachment" or "Inline") after the 
text "By default, forward messages: ".
5. Note the shift of text. Note also that this shift does *not* happen if you 
bring the browser window to the front, then bring the preferences window to the 
front again.
Actual Results:  Text in the window that should not have moved shifted.
Expected Results:  The text should not have shifted.

I couldn't find the items and widgets being described here (perhaps I'm just an 
idiot?).  I assume things have changed greatly in the prefs dialog since 
January, when this was reported.  Marking invalid since this is no longer a 
problem (or testable, as far as I can tell).

Sorry, I see where this is now. It's under "Composing Messages," next to the 
text "Forward Messages".  In any case, I don't see a shifting of text.  What I 
do see, however, is that the "Wrap plain text messages at" textfield shifts and 
flickers a bit. That, however, isn't within the scope of this bug and should be 
split off separately (and, in any case, there's quite a few bugs on that 
problem already).  

I assume this was fixed with the conversion from HTML to XUL widgets in the 
prefs dialog.  wfm in 2000062508, marking as such.

This is also working for me using build 2001-06-25-04 on Windows 2000.
