279408 - Can not add Folder if no bookmarks exist

When you right click and open the bookmark "Manage Folder", and try to add a
Folder without having any existing bookmarks.  The window will open asking you
for Folder details, but after you click OK, no folder shows.  After you add any
kind of bookmark, it works fine

Reproducible: Always

Steps to Reproduce:
1.right click on bookmarks bar
2.Open "Manage Folder"
(must have no existing bookmarks)
3.New Folder


Actual Results:  
No New Folder

Expected Results:  
Should have a folder anyway, even if there are no bookmarks.

sorry for bugspam, long-overdue mass reassign of ancient QA contact bugs, filter on "beltznerLovesGoats" to get rid of this mass change
