When the Download window is frontmost, Firefox > Quit Firefox (Cmd-Q) is
non-functional.

Reproducible: Always

Steps to Reproduce:
1. Open Firefox.
2. Open Downloads window.
3. Try to quit.

Actual Results:  
Nothing.

Expected Results:  
The application should have quit.
