In multiple versions of Thunderbird mail client the preferences window is too
small to see all of the preferences it contains. I cannot resize the window, and
no scroll bars appear.

Currently experiancing the problem in version 1.0

Reproducible: Always

Steps to Reproduce:
1. open thunderbird
2. go to Edit => Preferences
3. Go crazy trying to figure out how you can see all the options available
Without knowing what panes are too large, this bug is difficult to fix, but
duping to bug 218240 although I know there are multiple bugs filed about this issue.
