279620 - Items in Select Components Dialog are greyed out; unchangeable

seen on Windows Fx trunk build 2004-01-24-08-trunk

-use the installer
-select the Custom installation option
-attempt to select/deselect one or both of the two checkbox options
notice that the default is that both checkboxes are checked but greyed out.

tested results:
the items (developer tools and talkback) remain greyed out and the status of the
checkbox remains checked.
notice that clicking on one item makes the other items text become black, but
not the checkbox

expected results: 
The two are items are selectable/deselectable. Default should be Dev tools
unchecked and Talkback checked only if randomizer has done so for this installation.

I'm certain this worked correctly on 0121. I'll narrow down the regression
window further.

I went back to check the specific on this and couldn't reproduce while
reinstalling with the same installer. very odd.
