mozilla/security/nss/relnotes.txt is the
release notes of HCL 1.5.7.

We should cvs remove the file to avoid
confusion.

Ideally we should update that file for
every release, but we usually write the
release notes after the release builds
have been done.  So it is best to not
put the release notes in the source tree.

I cvs removed mozilla/security/nss/relnotes.txt.

The only other NSS file that mentions HCL is
mozilla/security/coreconf/README.  That file is
a historical document containing useful but
outdated information.  If I simply change HCL
to NSS, it'll look out of place in that file.
So I just added a note explaining that HCL was
the old name of NSS.
